Commercial Roof Repairs in Hammond, LA
Big Easy Roofing repairs low slope commercial roofs across Hammond and Tangipahoa Parish. Two things about the paperwork are worth knowing before a repair programme is planned. The City lists a flat permit fee for a stated construction value of $10,000 or less, and its form allows one building per application.
Hammond commercial roof repair at a glance
A commercial repair is scoped on the assembly rather than on the leak, because a membrane roof usually fails at a seam, a penetration or a drain rather than in the field. The permit side is simpler than a replacement here, and the reason is the value band it falls into.
The City lists a flat band
The City of Hammond permit application lists a flat $50.00 permit fee for a commercial renovation, repair or roofing project with a stated construction value of $10,000 or less. Inside that band it is a flat figure rather than a calculation.
Above the band it becomes a calculation
Past $10,000 of construction value the form moves to an initial $50 and a rate of $5 per thousand, without stating whether that rate runs on the whole value or only the part above the band. Our commercial replacement page covers that end of the scale.
One building per application
The City permit application states, in capitals, ONE BUILDING PER PERMIT APPLICATION. On an industrial park, a campus or a retail row that turns a single repair programme into several applications, which is a programme item rather than a detail.
The code reference is not the residential one
Louisiana requires permitting and inspection of reroofing for buildings other than one and two family dwellings in compliance with International Building Code Chapter 15, at La. R.S. 37:3737(I)(1).
Outside the city limits
The Parish prices Renovations on fair market value, listing $20 for a value up to $10,000 and $2.00 per thousand at $10,000 or more. The Renovations line is not labelled residential or commercial, so the filing category is confirmed with the office.
Re-inspections are priced on a rising scale
The Parish schedule prices re-inspections at $50 for the first, $100 for the second and $150 for the third, and lists a missed inspection at $150. Those are the published amounts; what triggers them is a question for the office.
Every figure on this page is an estimate, not a quote, and is subject to Big Easy Roofing sign off. Cost and timescale depend on size, pitch, access, weather, materials and whatever is found once work starts, so call Big Easy Roofing on (504) 800-8196 and we will come out and give you an estimate for your own roof.
Permit figures on this page are the published scales as we read them in September 2026, not a quote from either office. Commercial repair work itself is priced on the assembly and the access rather than a published range, so call (504) 800-8196 for a scoped price.
Where low slope roofs fail, and what the repair actually involves
A commercial roof rarely fails across the field. It fails where two things meet, where something passes through, or where water is meant to leave and does not. The table sets out the four that account for most call outs and what each repair really addresses.
| Where it fails | What is actually wrong | What the repair involves | What to watch |
|---|---|---|---|
| Seams and laps | A weld or lap that has released, often over a fastener line | Cut back to sound material, re-weld or re-lap and test the new seam | A seam failing in several places usually means the assembly, not the seam |
| Penetrations and curbs | Failed sealant or a pitch pocket that has shrunk | Strip the detail back and rebuild it rather than adding sealant over it | Sealant on top of a failed detail is a season, not a repair |
| Drains and scuppers | Blocked or set above the surrounding surface | Clear, reset where possible and correct the falls locally | Ponding shortens the life of every assembly, so it is a repair not a tolerance |
| Wet insulation under the membrane | Water tracked sideways from an old breach | Cut out and replace the wet area, not just the surface above it | This is the one that turns a repair into a replacement conversation |
A survey that finds wet insulation across a large area is telling you the economics have changed. At that point the honest answer is a costed comparison against replacement rather than another repair.
The permit side of a repair is simpler, until there are two buildings
For a single building a commercial repair is usually the most straightforward permit in this cluster, because it sits in a flat band rather than a calculation. What complicates it is not the value. It is how many buildings the programme covers.
Permitting and inspection are compulsory
The State Licensing Board for Contractors states that Act 239 requires permitting and inspection of roof construction and reroofing of residential and commercial structures for any project beginning on or after 1 August 2025, carried at La. R.S. 37:3737(I).
Inside the city limits
The Building Department at 219 E Robert St, open Monday to Friday 8am to 4pm, on (985) 277-5655. Its commercial renovation, repair and roofing band starts at $50.00 up to $10,000 of construction value.
Outside the city limits
The Parish Permit Office at 15485 West Club Deluxe Road, on (985) 542-2117, which states it implemented the 2021 building codes and the 2020 NEC effective 1 January 2023.
One building per application
The City form states ONE BUILDING PER PERMIT APPLICATION. How that applies to connected structures or a single building with several addresses is a question for the office rather than something to assume from a site plan.
What the one building rule does to a multi site programme
A portfolio repair across six buildings is six applications on the City route, not one covering the site. That affects the fee total, the paperwork, and the number of inspections that have to be booked and attended.
It is worth establishing at the planning stage rather than at the counter, because it also affects how the work is phased. Buildings permitted separately can be sequenced separately, which is sometimes an advantage rather than a cost.
Why the declared value still matters on a repair
The flat band runs to $10,000 of construction value. A repair programme that grows once the survey is done can cross that line and move onto the calculated scale, so the value stated on the application is worth getting right first time.
It matters for a second reason. Act 422 of 2025 makes it a violation for a contractor to misrepresent the value or scope of work, which puts an accurate figure on both sides of the same requirement.
Repairing a roof over a building that cannot close
Commercial repairs happen over tenants, stock and equipment, and what sits underneath constrains the work far more than the roofing itself does. Three things follow from that, and each one is a planning decision taken before anybody mobilises rather than a problem to be solved once the crew is already on the roof.
Work is sequenced around what is underneath
A repair over a server room, a kitchen or a stock area is planned differently from one over a warehouse aisle. What is below decides how much can be opened at once and how quickly it has to be closed again.
That gets established from the inside as well as the roof, because a plan drawn only from above misses the things that actually constrain the sequence.
The survey looks for water that has travelled
Water entering at one point spreads sideways through the insulation, so the wet area is almost always larger than the breach. Repairing only the visible failure leaves the wet material in place under the new work.
That is why the extent gets established before the scope is priced. A repair that traps moisture underneath is a repair that fails, usually somewhere slightly different.
Access and rooftop plant set the programme
Getting material and crew onto a commercial roof, working around units and conduit, and protecting whatever cannot be moved usually takes longer than the repair itself on a small scope.
Where a crane slot, a tenant notice or a shutdown is needed, that is scheduled with the building rather than assumed, because none of those can be arranged on the morning.
Big Easy Roofing Process
Four steps. The survey establishes the extent before anything is priced, because on a low slope roof the wet area is reliably larger than the hole that let the water in.
01 Survey the assembly, not just the leak
Seams, penetrations, drainage and the condition of the insulation below, so the extent of wet material is known before a scope is written.
02 Establish the office and the value band
City of Hammond or Tangipahoa Parish, how many buildings the programme covers, and whether the value sits inside the flat band or on the calculated scale.
03 Write the scope and phase it around the building
What is being cut out and replaced, what is being left, and how much roof can be open at once given what sits underneath it.
04 Repair, test and hand over the record
New seams tested, the permit and its inspections closed out, and photographs of the failure and the completed repair handed over together.
