Roof Weatherproofing in Kenner, LA

Big Easy Roofing weatherproofs roofs across Kenner and east bank Jefferson Parish against wind and wind-driven rain. Four upgrades earn a FORTIFIED Roof certificate. What this page adds is the order to do them in, because one of them keeps working after the covering has failed and a Kenner homeowner who cannot fund all four at once should know which one.

Kenner roof weatherproofing at a glance

Weatherproofing is four named upgrades that make a roof hold up better in a wind event. All four together earn a FORTIFIED certificate, and the discount law that follows names no parish limit. What matters here is the order, because one of the four keeps working after the covering has blown off.

The four upgrades

Named by IBHS

Sealed roof deck, ring-shank fastening on the covering, reinforced edges at the drip edge and starter course, and a wind-rated covering (ASTM D7158 Class H or D3161 Class F). Together they meet the IBHS FORTIFIED Roof standard. Impact resistance is a separate optional Hail Supplement, not part of the base standard.

The intake route in Kenner

Email or drop-off

Weatherproofing is a set of upgrades usually done during a reroof, and Act 239 of 2025, recodified by Act 881 of 2026 as R.S. 37:3737(I), makes a reroof a permitted and inspected job. Metairie, Gretna, Harahan and Baton Rouge all take that application through the MyGovernmentOnline portal; Kenner does not. Kenner applications go to kennerpermits@kenner.la.us or in person at the Inspection and Code Enforcement Department, 1926 18th Street, on (504) 468-4064. Timing matters here because the Evaluator has to be booked before the work starts.

Grant available

By lottery, when open

Louisiana Fortify Homes covers a large share of the cost of a full FORTIFIED reroof in an eligible parish. Jefferson Parish is one of the eligible parishes, so Kenner homeowners are eligible when a round is open. The award must be secured before work starts; the state does not reimburse a FORTIFIED reroof funded on the homeowner's own initiative. The grant runs as a lottery and rounds open and close, so the storm damage page carries the current amount and eligibility, and the LDI page carries the current status.

Discount law

La. R.S. 22:1483, no parish limit

Louisiana R.S. 22:1483 requires insurers who write property policies in the state to provide an actuarially justified adjustment (in substance, a discount, credit, rate differential or other) on structures built or retrofitted to a fortified standard. The statute names no parish limit, so a Kenner homeowner with a certificate is on the same footing as a St. Tammany one.

The certificate itself

5 years, IBHS Evaluator

A FORTIFIED certificate is issued by an IBHS-trained Evaluator, not by a roofer, and it runs for five years before it has to be renewed. A roofer builds the roof to the standard. The Evaluator inspects and issues the certificate against it.

The timing trap

Retrofit now, certify later cannot

The three conditions on the discount are Evaluator, certificate before adjustment, and a policy providing wind coverage. All three matter, and one of them is a timing trap: work done before an Evaluator is engaged does not become certifiable in arrears. Book the Evaluator first, build to spec, then present the certificate.

Weatherproofing is a bundle of four named upgrades. Each one does a different thing, each one costs a different amount, and the difference between what they buy is bigger than most quotes make it look. Doing all four earns a FORTIFIED certificate, which triggers a state insurance discount law that names no parish limit at all. Doing one or two of them earns nothing on paper. What it earns in practice depends heavily on which ones.

The most important thing to know before pricing a weatherproofing job is that the four upgrades are not equal. Three of them protect the covering. One of them protects the house even when the covering is gone. The IBHS framing calls the sealed roof deck a "second line of defence" for exactly that reason: an ordinary underlayment is not sealed at the deck seams and wind-driven rain moves through it, so a covering that blows off in a storm ends the roof. A sealed roof deck stops the rain at the deck itself, so a covering that blows off does not become a flooded house. That is the upgrade to sequence first if the budget cannot cover all four.

Four upgrades in the order they buy the most protection

All four upgrades earn a FORTIFIED certificate and the R.S. 22:1483 discount that follows. Below is the order to do them in if all four are not on the table at once, because the difference between what they buy is genuinely large and the first row does something none of the others can.

UpgradeWhat it actually doesWhat it protects whenPriority
Sealed roof deckFully adhered underlayment membrane or sealed deck seams so wind-driven rain cannot pass the deckProtects the house when the covering has blown off, not just when it is intactFirst. The only upgrade that keeps working after the failure the others prevent
Ring-shank fastening on the coveringRing-shank nails, thicker gauge and more per shingle, so the covering resists upliftProtects the covering itself against the wind uplift that removes itSecond. Usually near marginal in cost during a reroof, so it goes on the list any time the covering is being replaced
Reinforced edgesWider drip edge, sealed starter course, and enhanced rake and ridge details, so wind cannot get under the covering at its edgesProtects the covering at the edges where wind starts to work on itThird. Cheap and worth doing at a reroof, and possible without one
Wind-rated coveringA covering tested and rated for wind uplift, ASTM D7158 Class H or D3161 Class FProtects the covering itself against the wind loads a Louisiana coastal storm producesFourth. Many stock architectural shingles already meet this rating, so it is often the least expensive of the four upgrades rather than the most

The highlighted row is the priority because it is the only one of the four that protects the house rather than the covering. Wind removes a covering more often than it removes a deck, so a sealed deck under a lost covering has kept the building dry when everything on top of it has failed. All four together earn the certificate and the discount law follows, and only the full standard does; any one upgrade alone is worth doing on its own merits but does not open the discount path. Class 4 impact resistance is a separate optional Hail Supplement, priced and decided on its own and not part of the four required here. Where the covering is coming off anyway, the roof replacement page is the one to read alongside this, and the storm damage page carries the current grant amount for the Fortify Homes route. Call (504) 800-8196 and we will quote the four upgrades on their own and as a set.

The grant and the discount law, the three conditions on the money

Two separate pieces of money can be earned by weatherproofing to the FORTIFIED standard: a state grant for the upgrade work, and an ongoing insurance discount required by state law. Both come with conditions, and the timing on one of them is the difference between paying and not paying.

The grant, by name

Louisiana Fortify Homes

A state grant administered by the Louisiana Department of Insurance that funds a large share of the cost of a full FORTIFIED reroof in an eligible parish. Jefferson Parish is one of the eligible parishes, so Kenner homeowners are eligible when the round is open. Like the discount, the grant is not paid in arrears: the award has to be in hand before the work starts, and the state will not reimburse a FORTIFIED reroof that was funded on the homeowner's own initiative. The dollar amount and the current status live on the LDI Fortify Homes page, and on the storm damage page here.

The certificate

5 years, IBHS Evaluator

A FORTIFIED certificate is issued by an IBHS-trained Evaluator against the standard the roof was built to. It is not issued by a roofer and it is not a warranty. It runs for five years before renewal, and renewal needs another Evaluator visit. Book the Evaluator before the work, not after.

The discount law

R.S. 22:1483

Louisiana R.S. 22:1483 requires insurers who write property policies in the state to provide an actuarially justified adjustment (in substance, a discount, credit, rate differential, deductible adjustment or other) on structures built or retrofitted to the fortified standards. The statute names no parish limit, so a Kenner certificate is on the same footing as a St. Tammany one.

The three conditions

On the discount

The R.S. 22:1483 discount runs on three conditions: the certificate is issued by an IBHS-trained Evaluator, it is presented to the insurer BEFORE any adjustment takes effect, and the policy actually provides wind coverage. All three matter, and the second is a timing trap because retrofit work done before an Evaluator is engaged does not become certifiable in arrears.

What the discount is worth

The size of the adjustment sits between the insurer and the Louisiana insurance commissioner, so this page does not predict a percentage. What R.S. 22:1483 requires is that some adjustment exists, actuarially justified, whenever a fortified retrofit is documented and presented. The size varies by policy and by insurer, and it is worth asking a homeowner's own carrier what its published adjustment is for FORTIFIED certificates before pricing the retrofit.

This page states what the statute requires; it does not state or predict what any individual policy will pay. Louisiana R.S. 37:2159.1 stops a roofing contractor from interpreting an insurance policy on a homeowner's behalf, and that boundary is respected here.

The sequence that works, and the one that does not

The sequence that works is book the Evaluator, agree the scope to the FORTIFIED standard, execute the work with the Evaluator inspecting at the required stages, take the certificate, and present it to the insurer before the next renewal. That is the order R.S. 22:1483 is written around.

The sequence that does not work is retrofit the roof, then decide to seek certification, then look for an Evaluator to sign off in arrears. An Evaluator cannot inspect what has been closed up, so the retrofit becomes uncertifiable and the discount route is closed. Book the Evaluator first.

Why the deck comes first on a Louisiana roof

Three things about this climate push the value of weatherproofing toward the deck and the edges rather than the covering itself. Wind arrives from the Gulf, rain arrives in volume, and the failure that costs a house is not the covering going, it is the water coming through what is left.

Wind removes the covering more often than it removes the deck

A named storm can strip a covering off a house without touching the deck underneath, and a deck under a lost covering is what determines whether the house is flooded or dry the next morning. Ordinary underlayment is stapled and not sealed, so wind-driven rain passes through it. A sealed roof deck stops the rain at the deck seams, so a covering loss becomes a temporary uncovered deck rather than a house-wide interior claim. That is the whole IBHS "second line of defence" framing.

Wind-driven rain is the failure mode, not the wind alone

A category one storm can push rain sideways through gaps that a level rainfall never reaches. Ring-shank fasteners keep the covering on for longer, reinforced edges keep wind from prying under the covering at its edges, and a wind-rated covering resists uplift for longer than a stock one. None of those matters if the covering is gone. The sealed deck matters especially because it is the one upgrade that is still working when the covering is not.

East bank, coastal exposure

Kenner is on the east bank of the Mississippi and, at 66,448 people, is the sixth largest city in Louisiana. The wind field of a coastal storm reaches both banks and the difference is not enough to lean a weatherproofing decision on. The four upgrades are worth doing on either bank, and the sequence is the same on both. A permitted reroof in Kenner goes in by email to the Inspection and Code Enforcement Department rather than through a portal, which is worth knowing before the timeline is set.

Big Easy Roofing Process

Four steps, and the Evaluator is engaged at the START rather than at the end, because the R.S. 22:1483 discount depends on a certificate presented to the insurer before any adjustment takes effect and an Evaluator cannot inspect a roof that has been closed up.

A roofer fitting a sealed underlayment membrane on a Kenner roof deck for a FORTIFIED retrofit
01

Book the IBHS Evaluator

Before any work starts. The Evaluator inspects at the stages the standard requires and issues the certificate against the built roof, so engaging the Evaluator in arrears is the sequence that closes off the discount route entirely.

02

Scope the four upgrades and file the permit

Sealed roof deck, ring-shank fastening, reinforced edges and a wind-rated covering. Where the budget cannot cover all four, the sealed deck goes on the list first because it is the second line of defence that keeps working when the covering has failed. The reroof permit application goes in by email to the Kenner Inspection and Code Enforcement Department. Class 4 impact resistance is an optional Hail Supplement, decided separately.

03

Execute against the standard

The reroof runs to the FORTIFIED specification, with the Evaluator inspecting at the deck, the fastening and the covering stages. Everything is photographed and documented at the stages required for the certificate.

04

Take the certificate and present it to the insurer

The Evaluator issues the certificate, and it is presented to the insurer BEFORE any adjustment takes effect on the policy. R.S. 22:1483 requires the adjustment, and the timing of the presentation is one of the three conditions on it. Call (504) 800-8196 to book the retrofit.

What does roof weatherproofing actually mean

A set of upgrades that make a roof hold up better in a wind event. The IBHS FORTIFIED Roof standard names four of them: sealed roof deck, ring-shank fastening on the covering, reinforced edges, and a wind-rated covering meeting ASTM D7158 Class H or D3161 Class F. All four together earn a FORTIFIED Roof certificate. Class 4 impact resistance is a separate optional Hail Supplement, not part of the base standard.

Why does the sealed roof deck come first

Because it is the only one of the four upgrades that keeps working after the covering has failed. Ordinary underlayment is stapled and not sealed at the deck seams, so wind-driven rain moves through it once the covering is gone. A sealed roof deck stops the rain at the deck, so a covering loss becomes a temporary uncovered deck rather than a flooded house. IBHS calls it a second line of defence for that reason.

What if I cannot afford all four upgrades

Prioritise the sealed roof deck. Then reinforced edges and ring-shank fastening at any reroof, both of which are near marginal in cost during a reroof. The wind-rated covering is often already met by stock architectural shingles, so it is usually the least expensive of the four rather than the most. Note that partial upgrades do not earn a FORTIFIED Roof certificate or the associated discount. Class 4 impact resistance is a separate decision.

Is Kenner eligible for the Louisiana Fortify Homes grant

Jefferson Parish is one of the parishes on the Louisiana Fortify Homes eligible list, so a Kenner homeowner is eligible when a grant round is open. The award must be secured before work starts; the state does not reimburse a FORTIFIED reroof funded on the homeowner's own initiative. The grant runs as a lottery and rounds open and close, so the current status and the dollar amount live on the LDI page and on the storm damage page here rather than on this page.

When can I apply for the grant

When registration is open. Louisiana Fortify Homes is administered by lottery and its registration rounds open and close, so the current window is what is stated on the LDI page rather than a date this page can name. Check the LDI Fortify Homes page for the current position before planning a job around the grant, since the award must be secured before work begins.

Does R.S. 22:1483 apply to Kenner

Yes. The statute requires Louisiana insurers writing property policies to provide an actuarially justified adjustment (in substance, a discount, credit, rate differential or other) on structures built or retrofitted to a fortified standard, and it names no parish limit. A Kenner homeowner with a FORTIFIED certificate is on the same footing as a St. Tammany one.

How much is the discount worth

The size of the adjustment sits between the insurer and the Louisiana insurance commissioner and it varies by policy and by insurer. This page does not predict a figure. What R.S. 22:1483 requires is that some adjustment exists, actuarially justified, whenever a fortified retrofit is documented and presented. Ask a specific carrier what its published adjustment is for FORTIFIED certificates.

Who issues the FORTIFIED certificate

An IBHS-trained Evaluator, not a roofer. The Evaluator inspects the roof at the stages the standard requires and issues the certificate against the completed work. The certificate runs for five years, and renewal needs another Evaluator visit.

Can we do the retrofit first and get certified later

No. The Evaluator inspects at specified stages, so closing the roof up before the inspections happen means the retrofit is not certifiable in arrears, whatever it cost. Book the Evaluator before the work, not after. That is one of the three conditions on the R.S. 22:1483 discount.

Do weatherproofing upgrades need a permit in Kenner

Where they are done during a reroof, yes, because the reroof itself is permitted and inspected under Act 239 of 2025 and R.S. 37:3737(I). Kenner does not use MyGovernmentOnline, so the application goes in by email to kennerpermits@kenner.la.us or is dropped at the Inspection and Code Enforcement Department at 1926 18th Street. Where a single upgrade is done without touching the covering, the position depends on the scope and we confirm with the department on (504) 468-4062 option 1 before scoping.
